If your Chromebook keeps restarting and will not let you do anything, this may indicate an operating system issue and may require a hard reset and/or a powerwash.

Hard Reset

To conduct a hard reset first turn off your Chromebook. Next press and hold Refresh and tap Power. Then when your Chromebook starts up, release Refresh.

Powerwash

To perform a powerwash on the device, first sign out of the device (if applicable), press and hold the Ctrl+ Alt + Shift + ''R'' buttons at the same time, in the box that appears select "Powerwash", "Continue" then follow the onscreen instructions. 

If neither of these repair the deivce then it will need to be repaired by a trained technician.
